Role Purpose:
The role oversees the formulation and implementation of the performance and talent management framework. The job holder ensures the proper design of the performance management approach and the formulation and implementation of the learning and development strategy in line with IDB's and the HR's short, medium, and long-term objectives to attract, motivate and retain the appropriate talent. The job holder is also responsible for designing, developing, and implementing career development programs to develop talents from within the work force to assume supervisory / managerial responsibilities.
KEY ACCOUNTABILITIES:

Performance Evaluation

* Provides professional expertise and support in the design, development and implementation of the talent review process that is required to achieve business goals and results in the creation of an internal bench of top talent.
* Designs performance management manual to assist managers in evaluating their employees based on pre-set guidelines in accordance with the best practices.
* Manages and follows up on the yearly performance management processes.
* Processes final performance results as per SPMS policy, guidelines and procedure.
* Acts as the primary contact for issuing system notifications, handling escalations, and providing resolutions to system issues and errors.
* Designs, develops, and implements career development programs to develop talents from within the work force to assume supervisory / managerial responsibilities. 
* Manages, reviews and implements the Young Professionals Program (YPP) as IDB's strategic pipeline for professional and leadership talent.
* Designs and maintains analytical HR concepts & reporting tools to ensure that leaders receive frequent, timely, accurate and quantified feedback on how their function is progressing against their targets.

Employees Development & Training

* Identifies and assesses future and current training needs through job analysis, career paths, annual performance appraisals and in consultation with the direct managers.
* Formulates and implements a training and development plan and framework to identify skills or knowledge gaps that need addressing and prepare an individual development plans for all IDB employees.
* Identifies learning and development needs of employees based on a training needed assessment. 
* Deploys a wide variety of training methods, develops training contents and curricular as well as a competency framework to develop IDB's employees in alignment with IDB's business objectives.
* Monitors and evaluates training program's effectiveness, success and ROI periodically and prepares reports to the management. 
* Assists the planning, development and implementation of different development programs (i.e.: Management Development Programs (MDP), Staff Capacity Development Program, Young Professional Program (YPP), Staff support program, etc.
* Selects, negotiates and manages the training providers.
* Maintains a keen understanding of training trends, developments and best practices.
* Provides technical guidance and advice to the less experienced team members.
