Role Purpose:
The role oversees the development and maintenance of the HR strategy in alignment with IDB's overall strategy to achieve the HR's short, medium, and long-term objectives while ensuring effective cascading of the strategy into functional business plans.
The jobholder is responsible for developing and consolidating HR budget, monitor financial performance versus the budget and identify and manage initiatives to improve the HR effectiveness and efficiency.
KEY ACCOUNTABILITIES:
* Develops, manages and maintains the HR strategy in alignment with IDB's overall strategy to achieve the HR's short, medium, and long-term objectives
* Designs a process to track and measure HR performance, departmental goals and key metrics and Identifies insights and provides actionable recommendations to improve effectiveness.
* Prepares the annual workforce planning exercise and the supply, demand and gap analysis.
* Develops, maintains and periodically reviews the IDB operating model design, analytical HR concepts and reporting tools, such as scorecard & dashboards.
* Creates and consolidates the HR budget, monitors financial performance versus the budget, and identify areas of unsatisfactory performance and potential areas of cost reduction or performance improvement.
* Outlines the HR functions' roles and responsibilities to execute the HR strategy and associated HR services.
* Conducts -in collaboration with the Benefits and compensation unit- job analysis and job reviews (in for new / existing jobs to ensure alignment with IDB's mission and business strategy.
* Directs the performance of various performance surveys (i.e.: staff opinion and pulse surveys) to measure the level of staff satisfaction with the quality and effectiveness of HR services and take the necessary actions to accordingly contribute to better Employee Value Proposition (EVP) with efficient and enhanced HR programs and services.
* Provides technical guidance and advice to the less experienced team members.
