Job Purpose::
To explore ways and means to engage local populations in Member and Non-Member Countries and build support for IDB activities. Further, to coordinate the activities of the funds to fulfil their objectives as articulated in their mandate and management structures.
Roles and Responsibilities:
General Responsibilities:
* Explores ways and means to forge closer cooperation and coordination between IDB and other international institutions, intergovernmental organizations, as well as philanthropic organizations
* Market partnership opportunities with existing as well as prospective development partners for country, regional and thematic operations and programs
* Conducts fund-raising activities and follows up on pledges made, and catalyses new pledges from traditional (member countries) and emerging sources (e.g., private sector), in close coordination with the different funds set up by the bank (this will include identifying opportunities for launching new funds)
* Serves as a focal point for all fund related activities and data for IDB management
* Coordinates the activities of the funds to fulfil their objectives as articulated in their mandate and management structures
* Creates visibility for the fund(s) through Communication & Outreach
* Contributes to the identification and selection of projects and programs under each investor fund and to the follow-up of their implementation
* Monitors the activities funded by the fund toward fulfilment of their objectives as articulated in their mandate and constituting documents, and to ensure that the use of the resources is in line with the underlying agreements and in compliance with fiduciary standards
* Contributes to the preparation, in coordination with the concerned units and units, of the annual administrative budget of programs and activities to be financed by each fund
* Submits, in cooperation with the Financial Control unit, periodic summary reports on the performance of Funds to the Management of the bank and to the relevant bodies of Funds
* Coordinates (on a continuous basis) with the management of the bank to obtain approvals of all the steps, milestones, and budgets needed for the successful implementation of the financed projects
* Manages the relationship with the resource contributors of the fund, in coordination with the concerned units and units
* Liaises and follows up regularly with the Country Operations and Services unit, regional hubs and other IDB units to ensure timely execution of the projects financed through the funds
* Ensures compliance with the policies/ guidelines in allocating resources of the funds for various projects/programs by IDB. This will ensure that the deployment of the external funds comply with the activities approved within the underlying mandate of the funds
* Coordinates with the Investments unit under the CFO for the management of the financial assets of the fund and the distribution of returns on the fund to the investors
* Acts as a focal point for convening the administrative and management meetings of the main oversight body of the funds and provide secretarial support for the meetings
* Communicates and coordinates with the contributors to the funds on the technical and design requirements of the financed projects, and on the output and outcome of the projects
* Prepares quarterly, yearly or as required timely and quality reports and submit on the performance of the funds to the Fund Policy, Planning and Analytics unit
* Contributes, in collaboration with the units, units and entities concerned, to the development and improvement of the bank's policies and processes as they relate to investor funds
