ROLE PURPOSE:
To oversee the regional hubs in MENA & Europe Regions in achieving the operational mandate of IDB by ensuring sustainable business development and implementation of projects and programs with adherence to quality standards and effective delivery as well as maintaining the relationships of the bank with Member countries and Muslim communities in Non-Member countries. Help develop the network of developers in order to identify business opportunities, understand overarching development challenges and enable mutually beneficial partnerships with organs and institutions present in the MENA & Europe Region.
ROLES AND RESPOSIBILITIES:
General Responsibilities:
Business development and relationship management
* Undertakes activities in areas of business development, project implementation and relationship management
* Maintains cordial working relations, enhances client responsiveness and improving branding of the Bank
* Ensures implementation of Strategic Programming Framework in respective countries by helping to conduct the country programming, associated operational plan and resource requirements
* responsible for the development of the Member Country Partnership Strategies from the regional hubs and ensures alignment of all activities with the overall objectives of the Bank
* responsible for the portfolio of projects for respective regional hubs and ensures collaboration and cooperation with membership and non-membership countries as well as between hubs as needed
* Aligns work plans with the priorities of Director General of Country Programs Complex and guides Managers of respective hubs
* Oversees the relationship management and ensures the delivery of quality projects, has veto right on project decisions and recommends change in scope of high priority projects if required
* Directs regional level economic work as mandated by the Director General for Country Relations and Services
* Monitors country development performance to identify country issues, needs and priority areas for interventions
* Defines approach to and helps perform country policy dialogue and ensures the development and processing of Member Country Partnership Strategies with due reference to strategies developed by Member Countries and additional inputs
Project appraisal, implementation and closure
* Maintains a sound project pipeline in the Region for IDB financing
* Ensures collaboration and information flows between respective regional hubs and Global Practices in all aspects across a project lifecycle
* responsible for implementation of rigorous project appraisals in respective Hubs, in line with the operations manual and applicable policies/procedures of the bank
* Supports implementation of procurement and financial management guidelines in respective Hubs
* Ensures IDB fulfils its disbursement obligations for respective Hubs in a timely and orderly fashion
* Ensures the overall health of project portfolio for respective Hubs, identifies implementation bottlenecks, provides recommendations for corrective actions as needed and enables teams to resolve roadblocks
External representation and partnerships
* Represents the bank in external regional forums regarding topics related to country operations of the bank
* Helps establish partnerships to foster the regional network of respective Hub teams and recommends the development and implementation of regional initiatives
Leadership Responsibilities:
Change management for department
* Supports the implementation of decentralization actions within the respective regional hubs
* Ensures and reviews the effectiveness of operations and suggests the development of new systems, tools, processes, policies and procedures as required
People Management and Coaching
* Supervises the respective region
