Job Purpose::
To ensure the quality of the partnership strategy and programming exercise for effective country engagement, defining cooperation and regional integration realized through Country strategies with the aim of ensuring that operational activities contribute effectively and efficiently to the Bank's Mission, Vision and Strategy, while reflecting client needs. The department facilitates the coordination across sectors in country interventions and ensures market integration; it develops strategy as well as policy and develops guidelines for Technical Assistance, Capacity Building and Reverse Linkage. To foster knowledge creation across countries focused on regional cooperation/integration and technical capacity development. This will guide and enhance the sovereign and non-sovereign financing as well as non-financing operations of the bank as well as the quality at entry of related projects.
Roles and Responsibilities:
General Responsibilities:
Country Strategy, Cooperation, Regional Integration and Capacity Development activities to support role for Director General Global Practices and Chief Economist:
* Undertakes policy development work in areas of cooperation, regional integration and capacity development fields and develops forward-looking strategies for effective interventions of the Bank
* Develops criteria for classification of IDB Member Countries (economic or fragility classifications) and for effective deployment of concessionary resources of the Bank
* Supports Director General Global Practices and Chief Economist with the quality review and sign off of MCPS related topics and provides insights on economic development topics
* Reviews and assesses quality of member country partnership strategies (MCPS) ex-ante, during implementation and ex-post (self-assessment)
* Reviews sector strategies across pillars of IDBG's 10 year strategy and collates inputs from sector strategies to develop pillar strategies in order to support work related to development of country strategies, cooperation, regional integration and capacity development
* Supports Regional Hubs and respective units in the strategic pillar of IDB's Country Strategy, Cooperation, Regional Integration and Capacity Development strategy, and ensures their co-ordination and collaboration
* Reviews and signs off on MCPS and Country Economic works and provides advisory services to all the segments of the bank in their financing and non-financing operations
* Reviews and signs off on overall annual and multi-year plans and oversees, suggests and supports execution of annual work programs
* Supports Director General Global Practices and Chief Economist in formulating views and adopting positions on key development challenges facing member countries in the fields of expertise
* Monitors and reports to the DG on the implementation of the Country Strategy, Cooperation, Regional Integration and capacity development strategy
Oversight over operational activities, policies and standards
* Develops strategies, policies and guidelines related to Country Strategy, Cooperation and Market Integration and Reverse Linkages
* Enables high quality of entry and implementation related to Country Strategy, Cooperation Integration and Capacity Development fields
* Receives and reviews project preparation reports for non-sector projects and assigns relevant teams for quality control
* Supports reviews of project appraisal documents and assigns relevant sector teams for quality control of the appraisal process
* Liaises with Operations Quality and Results Office to ensure operational procedures are adequate and suggests changes as required to improve the current process followed by the bank
* Contributes to the development of operational policies and standards and actively enables a smooth collaboration with the ‘Country Relations and Services' General Di
