Provides guidance, direction, and specialized assistance to an estimate team tasked to resolve difficult and complex estimating problems on tasks assigned.
Assists project/program management with preparation of schedules for estimate preparation, defining resource requirements for estimate deliverables, review of Client task request for estimate deliverables, and documents and publication involving impacts to probable project/program cost.
Leads estimate task teams who are tasked to perform probable cost estimates for products and services that may be contracted and delivered by company, or that the Client may solicit in the open market. Utilizes knowledge in resources skills sets and durations required to prepare and deliver task assigned.
Assigns a team of estimators to prepare material takeoffs for the most complex projects, drawings, plans and specifications. Reviews takeoffs provided by the estimate task team, the Engineering Department or other sources, and checks for mathematical and technical accuracy. Oversees the preparation of top down work breakdown structures (WBS) defining tasked estimate scope, work elements, major project components and subsystems, and assign appropriate estimate staff to each element of the estimate by system and subsystem.
Reviews contractual documents and contract modifications to determine scope of work and scope changes. Quantifies the impacts to contract cost as a matter of contractual commercial terms and conditions based on stipulations given in the general conditions and commercial terms section of a contract.
Defines contract risk and establishes contract cost exposure and probability due to the identified risk. Determines potential risk mitigation measures that could minimize contract risk without the inclusion of contract contingency. Develops recommended contingency for those risk that may not be able to be mitigated by other means.
Reviews and determines the accuracy of estimate resources and productivity including; labor and equipment rates, crew development, production rates, efficiencies, material pricing and job condition cost to deliver reasonable estimates of probable contract cost.
Establishes an atmosphere with vendors and suppliers conducive to obtaining competitive bids and quotations for materials, systems, subsystems, and services that may be required to deliver complete contract scope.
Manages and leads the accumulation, evaluation, and documentation of historical cost data, inclusive of construction location, site conditions and restrictions, contract terms, contract execution plan, procedures and methods in order to maintain current estimating database information and cost data.
Oversees, organizes and manages training and guidance to Senior Estimators and Estimators in the preparation and production of cost estimates using the required company, project/program software, estimating tools and equipment.
Manages the development of Client visual and oral presentations in the appropriate media, and conducts clear and specific client presentations as required by project/program management team.
Performs other responsibilities associated with this position as may be appropriate.
