A semi-government organization representing an important initiative as part of the 2030 kingdom vision working in both law and finance fields to serve an important segment of the private sector, it is currently in the very initial start-up phase and looking towards hiring Project Manager with HR background/experience who shall be responsible for human resources management, operations and support, including managing some other projects related to the entity.
The weight of assigned work would be divided as following :
- 25% of the time you will be handling HR matters.
- 75% of the time you will be working on project management as PMO.

Responsibilities
Financial
- Develop the Human Resources Department’s strategy in line with the business requirements, and raise to GM of shared services.
- Develop annual Human Resources business plan and budget, in line with the entity business plan, and raise to GM of shared services for approval
- Monitor Department’s budget performance against set targets
- Propose and review all Human Resources Department’s investments, in accordance with the Department’s budget, and raise to GM of shared services for approval
Customer Focus
- Build and communicate employer brand to attract, retain and develop talent
- Review annual recruitment plans, guide recruitment priorities and activities and monitor progress
- Manage the recruitment, hiring and induction of the entity's new employees
Ensure that all new joiners in the entity are inducted and trained on the entity's policies and procedures - Ensure the development of the entity's staff through clear career progression structures and adequate training programs
Oversee periodic surveys to measure employee satisfaction and engagement and report results to senior management
Collect payroll data
Internal Business Process
- Develop policies and procedures for the Human Resources Department.
- Lead the development and continual updating of training and development plans, including competency frameworks, training and development strategies, training programs, development plans, succession planning, methodologies of delivery and internal and external training policies.
- Establish the entity's succession policies in coordination with senior management, and ensure regular updates to succession plans
Research and develop partnerships with external training providers, and subsequently monitor service levels and satisfaction levels - Lead the Human Resources towards achieving the entity's business plan targets and service levels through applying common practices in work environment field.
- Manage the development and enforcement of all Human Resources policies and procedures
- Oversee the implementation of entity’s organization structure and ensure that the organization manual and job descriptions are maintained and updated as required
Institutionalize performance management philosophy and system and ensure periodic administration of the performance appraisal process. - Prepare regular reports for management on employee turnover, training statistics, compensation benchmarks etc.
- Ensure that all employee-related policies (healthcare, residencies, etc.) are appropriately and properly implemented
Support Shared Services GM and the entity's Governor with internal projects, as required.
Learning & Growth
- Research Human Resources trends and communicate with other Departments on ensuring HR is at the forefront of technology and capability trends.
- Develop the manpower plan of the Human Resources Department and raise to the Shared Services GM for approval.
- Build capabilities within the entity's departments, develop leadership skills of staff, and ensure that training plans are in place to develop the staff
- Develop and raise for approval training plans and technology upgrades for the Human Resources Department.
- Ensure that all new joiners in the entity are inducted and trained on the entity's policies, procedures and standards.
- Establish a healthy work environment for employees.
Qualifications
- Bachelor’s Degree in Industrial Engineering, MIS, Computer science, Technology or equivalent
- Certification in Human Resources, such as Senior Professional in Human Resources (SPHR), Professional in Human Resources (PHR) or similar is preferred
- Certification in Project Management, such as PMP or PRINCE2 or similar is preferred.
