Define the CTC Fund’s overall management strategy. Manage financial transactions of the CTC Fund by establishing its financial regulations, accounting policies, and procedures. Process the collection of funds from contributors as well as the disbursements of funds towards respective initiatives or projects, ensuring necessary coordination with relevant counterparts. Prepare the financial statements of the CTC Fund including the reporting on the inflow of funds and its utilization.

  • Manage the CTC Fund, including program, financial oversight, and liaise as necessary with relevant stakeholders

  • Manage and supervise the CTC Fund management team members

  • Develop and implement the CTC Fund policies and procedures in the context of the broader global fight against terrorism
  • 
    
  • Review Initiatives proposals, and make recommendations on the financial requirements, especially in the following areas: budget requirements, initial advances from donors, reimbursement procedures, program support cost and financial reporting
  • 
    
  • Participate in negotiations with donors and financial institutions to ensure that financial terms are acceptable and in line with administrative practices and the Center’s policies and procedures
  • 
    
  • Manage fund allocation processes ensuring necessary coordination with relevant counterparts in line with the Terms of Reference and/or funds allocation guidelines
  • 
    
  • Act as a key liaison and advisor to senior stakeholders within the CTC, contributing nations, and financial institutions in both strategic and operational areas

• Monitoring, Reporting and Evaluation

  • Identify and implement best practices in financial monitoring, reporting, and risk management
  • 
    
  • Systematically provide information on projects status to the SG, the Coalition, donors, and relevant governing bodies of the Fund as needed
  • 
    
  • Monitor and maintain the integrity of day-to-day financial activity in the Organization's Management Information System within the assigned areas of responsibility
  • 
    
  • Analyze the financial position of initiatives and projects, and raise concerns to Secretary General when needed, to ensure compliance with signed agreements, including:
  • 
    
  • Monitoring award and expenditure activity in relation to funds received
  • 
    
  • Monitoring funds/cash balances in relation to authorized commitments and funding schedules
  • 
    
  • Ensuring timely collection of receivables and prompt return of unused fund
  • 
    
  • Prepare and certify monthly and ad-hoc financial reports focusing on new contributions and disbursements of funds
  • 
    
  • Manage the consolidation of reports and development of the CTC Fund annual report showcasing donor activities, transactions summary, and fund achievements
  • 
    
  • Liaise with external audit to provide any required documentation and report

  • Develop and provide relevant material about the CTC Fund to potential donors and other stakeholders, and prepare presentations about the CTC fund as required
