Job Objective: 


Estimating


  • To support the work winning process by executing effective and efficient costing and bidding documents correcting capturing all labour, equipment, materials, consumables and service provider costs.

  • Apply various constant improvements in the process by comparing similar models on a case to case basis and to support the Business Development Manager in the bidding process.

  • Ensure that all costing documents capture the appropriate risks involved and are highlighted to the Bid Team as required and are completed in the required format.

Bid Writer


  • To support the work winning process by completing the necessary written elements of the tender including the completion of any PQQ, ITT, RFQ and or RFP forms.

  • Ensure that all required information relating to the company is provided as part of the tender submission in order to remain technically compliant with the process. 

Duties and Responsibilities:


Essential responsibilities and duties may include, but are not limited to, the following:


1. Standards


1.1. Supporting the Business Development Manager in both the estimating and written Work Winning activities
1.2. Complete customer PQQ, ITT, RFQ and RFP templates and provide supporting information on the company as required
1.3. Coordinate & interact with other team members to understand the service requirements completely and apply suitable costing in the estimates.
1.4. Coordinate & interact with other team members to ensure that the technical requirements of the tender are adequality covered and the company remains technical required
1.5. Coordinate & interact with specialist service providers to convey service requirements completely (including any associated commercial terms including KPI’s) and obtain competitive quotations for those services which cannot be provided in house
1.6. Prepare cost estimates for new bids and contract renewals as and when required; with the support of the Central Work Winning Team as required.
1.7. Prepare written tender documents for new bids and contract renewals as and when required which are fully compliant with the tender requirements; with the support of the Central Work Winning Team as required.
1.8. Obtain competitive sub contractor and supplier quotations from the market to support new bids ensuring quotations accurately reflect the scope and risk of services to be carried out
1.9. Ensuring that work winning processes are followed including the completion of internal sign off forms
1.10. Obtain maximum accuracy in cost exercise and apply constant improvements in the costing methods & tools.
1.11. Prepare small works quotes, Submission of Prequalification documents
1.12. Maintain and update Manpower Resources – salaries, on costs, formalities etc
1.13. Contributing to the submission document and Contract Documentation
1.14. Maintain records of contracts, variations and renewals
1.15. Contribute to the content of the Management Reports
1.16. Liaise with subcontractors and suppliers for accurate pricing information
1.17. Calculation of Cost to Company – Support / Coordination when required
1.18. Support the development of cost/price model, pricing cost narrative, and price strategy.
1.19. Analyze RFPs and ensure proposal pricing requirements are met.
1.20. Apply pricing concepts, tools, and techniques using Excel to develop timely and appropriate cost/price worksheets to support proposal responses.
1.21. Complete all cost requirements identified in RFPs.
1.22. Assist negotiating teams in preparing offers and counter-offers and make recommendations on the financial impact of terms and conditions trade-offs.
1.23. Interface with clients, senior management, peer staff, subcontractors, and all other relevant internal and external entities as necessary to prepare, negotiate, and finalize costing activities.
1.24. Ensure that all cost estimates are justified and supported.
1.25. Document and maintain cost proposal files.
1.26. Perform cost price analysis on subcontractors and competitors.
1.27. Support internal and external pre-award and post-award requests. Update proposal as required.
1.28. Calculate proposed returns for new business proposals and articulate risks and levers of profitability


2. Operational Accountabilities


2.1. Accountable for the completion of standard or non-standard tasks, within the scope of the function
2.2. Delivers activities to support operational objectives for their role
2.3. Inputs to planning activities with horizons of typically up to 6 months
2.4. Makes decisions within parameters set by manager, using job/specialist experience
2.5. Interacts with client or users around specific work efforts and deliverables
2.6. Supports delivery of Health and Safety policy and standards
2.7. Supervises the activities of others to meet deadlines and quality standards taking account of impact outside area of responsibility
2.8. Focus of work on the completion of a set of related tasks for a particular section or service with the ability to accommodate new tasks


3. Financial Accountabilities


3.1. Identifies ways to reduce cost
3.2. Work within a given budget, usually without authorised spend of their own
3.3. Ensures commercial risks are appropriately identified


4. People Accountabilities


4.1. Co-ordinates available resource to deal with the work in hand
4.2. Required to assist less experienced staff
4.3. Able to liaise and interact with all staff at all levels including with external suppliers and sub contractors
