Role Purpose:
To work on transaction advisory for the government, to deal with the sponsors and develop the financing package for PPP projects.
The role also requires to:
-Identify potential resources in the debt market that would help structure the financing package for the concession.
-Conduct due diligence on the whole project design which covers financial modelling, technical due diligence, financing terms and conditions, and other duties required to complete the overall due diligence on the transaction.
KEY ACCOUNTABILITIES:
Operational Planning
* Participate in preparation of the budget and annual work program
* Contribute and participate to the development and implementation of efficient and effective practices, procedures and systems in order to streamline Division's activities.
Business Development/ Origination
* Assist in marketing activities in order to contribute to development of marketing materials and clients communications
PPP Transactions and Line Financing
* Assist and contribute to processing and execution of PPP deals.
* Review due diligence reports prepared by external consultants, develop risk matrix & mitigation strategies, participate in negotiation, prepare documentation etc.
* Review and comment on project documents & contracts
* Create financial models and test and apply them for PPP projects
* Prepare documents, preparations, memos for internal and external purposes (for example, Project Concept Document, Mandate Letters, Engagement Letters, RRP, etc…)
* Participate in selection of consultants, if needed.
* Assist and contribute to the processing of Lines of Financing.
Project Management
* Coordinate and manage the transactions until handover to project finance monitoring team.
* Prior to handover, monitor adherence of covenants, conditions precedents and other terms & conditions of financing, as well as ensure timely disbursements and receipt of fees.
* Review project information and prepare reports on critical issues for internal discussion
* Contribute to the management of problem projects, in close coordination with other departments of the Bank.
Knowledge Sharing & Innovation
* Develop and maintain in depth knowledge as of global economy business conditions and Islamic financial industry to contribute / participate in preparing country and sector strategy.
* Maintain and share knowledge of emerging best practices and lessons learnt relating to PPP investment portfolio
* Prepare and disseminate briefing notes and information materials on issues of concern related to PPP operations and portfolio
Reporting and communication
* Contribute to the production of sector papers, regional studies, operational reports, etc…
