• With the Quality function, ensure that there is effective document management control with robust HSE record keeping and archiving integral to the system
• Identifying deficiencies within HS&E System processes, recommending improvements and deployment of Performance Improvement Initiatives.
• Review and maintenance of adequate Site HS&E records.
Resource Management
• Identification of HS&E resource needs within project of responsibility.
• Management and Supervision of Project HS&E functional personnel.Site
Site HSE Specialist
• Attend site based Senior Management meetings & HO (if required).
• To demonstrate at all times visible and felt leadership on all matters of Health, Safety and Environmental
• To ensure & provide site team with competent advice on current HSE legislation applicable to the activities, any hazards present, relevant to the location and country of operation, as far as is reasonably practicable, that all operations are conducted in compliance with Company, Site and Project HSE regulations, contract requirements and relevant regulatory requirements
• Fully support the Investigation and reporting process on serious HS&E accidents/incidents and expedite the resolution of HS&E issues
• To ensure all enquiries from the HSE function are dealt with accurately and promptly
• To positively encourage and promote our core HSE values and safety conscious attitudes in all employees and service providers and all times
• Preparation & timely submission of CLP, Improvement Observation, Incident Reports, Weekly, Monthly & subcontractors HSE statistic reports to HO, IQ, and to maintain Site record in central Data bank.
• Investigation and resolution of “HS&E” problems and issues.
• To develop strong links with our customer in promoting best practice and continual improvement. To Facilitate achievement of Customer satisfaction.
Audits & Plans
• Preparation of site internal audit programmes & aligned with Customer.
• Preparation of Site specific health, safety & Environment plans and site specific procedures
• Manage site based internal and external (Customer) audits / Inspections and prepare audit reports, including Camp.
• Manage project close out of NCR’s and CAR’s. .
Communication / Trainings
• To manage & arrange Site HSE Meeting & Welfare Meetings.
• To ensure effective HSE inductions and relevant HSE training is undertaken and records maintained in a retrievable manner and Identifying training needs for staff that underpins business objectives and support of the Project Delivery
• Preparation and presentation of HS&E related topics to supplement the knowledge base and development of staff.
Continuous Improvement
• Monitoring and reporting of Site HS&E performance including subcontractor’s
Pre-qualification of Suppliers/ Subcontractors
• Responsible for providing assistance to Subcontracts / Procurement department for technical evaluation of subcontractors / vendors as per laid down policies/instructions.
