The Manager of Procurement will report directly to the Head of Projects. He is responsible for managing, implementing and coordinating the Projects Division procurement strategy for purchases in support of the Company’s policies and strategic objectives.
He shall provide a complete commercial procurement function for all the Projects Division’s expenditure with external suppliers responsible for the provision of professional expertise and at the forefront regarding the implementation and development of procurement strategies.
He will be responsible for every step in the supply chain process. This includes supplier relations, and integrated systems development impacting suppliers, developing a state of the art supply chain organization. Develop strong win/win relationships with suppliers that will allow for combined efforts that will take cost and steps out of the process, thereby improving performance and profits.
Develop and manage the procurement department including setting targets and monitoring performance
Develop and deliver a Procurement Strategy across the Projects Division to deliver the target benefits and financial savings.
Engage support and agreement for the strategy from Board and Head of Projects so that implementation and compliance are optimal; promote the effective management of suppliers to sustain value throughout the life of the contract
Maximize the use of the Projects Division’s funds by identifying best practice and leveraging the spend within and outside the Division including monitoring available framework agreements available to charities.
Define and manage key supplier relationships to deliver breakthrough performance in cost, service and quality, including technical input to negotiations on strategically significant contracts and negotiation and management of third party service providers.
Develop and agree annual departmental cost savings targets for the annual budget process; develop and agree the annual procurement plan with directors and departmental heads
Develop a savings reporting mechanism (ideally from Sage) with Finance which is understood and accepted by the users.
Prepare the procurement policy and procedures.
Lead all operations related to tenders and procurement activities and supporting claim management.
Select sources of supply and building relationships with suppliers to improve business interaction.
Perform tender/RFQ (identification of suppliers, application of frame contracts, challenging specifications, tender evaluations, proposal and alignment of supplier short list for negotiations, negotiation and contracting).
Perform strategic sourcing (demand planning, market screenings regarding suppliers, technologies, products and services, development of cost models/TCO).
Definition of contract content, contract alignment, with PM, Legal, Insurance, Tax, HSEQ and other involved departments.
Prepare respective Appendixes to all Service Contracts concluded between the Company and potential contractors.
Maintain Records of Contractor Performance post contract completion and making available on a common drive to all beneficiaries grouped by work scope.
Add value to Operations regarding supply market benchmarks, prices, qualities and available quantities as well as alternative suppliers, technologies and/or products / services.
Provide pecific data/reports to Corporate Procurement Performance Department.
Keep continuously updated on management & leadership methods, trends in supply chain management, current developments of the most important suppliers and their markets.
Accountable for improvement of communication flow and relationship between his/her team and other local departments and divisions.
