Job Purpose::
To provide leadership in setting strategic priorities across the Country Programs Complex for Human and Social Development and Resilience with the aim to ensuring that operational activities contribute effectively and efficiently to the Bank's mission and vision and strategy, while reflecting client needs. Developing and supervising the implementation of the bank's strategy, action plans and global work programs in the area of social development with focus on Human Development, Woman and Youth Empowerment resilience and Climate Adaption. The directorate will support innovative research and knowledge creation in these priority areas that will ultimately guide the sovereign and non-sovereign financing and non-financing operations of the Bank.
Roles and Responsibilities:
General Responsibilities:
Resilience and Social Development insights and support for Chief Economist
* Undertakes activities in areas of Resilience and Social Development to support role for Director General Global Practices and Chief Economist
* Undertakes sector work in relation to Resilience and Social Development to examine the issues, and identifies critical needs and priorities for 57 MCs
* Develops Policy and Strategy in Human and Social Development, and Resilience, Youth Development and Women Empowerment to guide Bank's engagements in MCs
* Develops short and medium term Global plan and programs to be implemented in MCs
* Prepares policy briefs and notes; keeps abreast of international developments and advancements in the Resilience and Social Development sectors across 57 MCs and globally
* Develops strategy across Resilience and Social Development topics aligned to the relevant pillar IDBG's 10 year strategy
* Develops and implements strategies, policies and guidelines in the areas of Woman and Youth Empowerment, Human Development and Climate Adaption programs
* Collaborates with other Sectorial Units to ensure dissemination of tailored knowledge and expertise to support project preparation and implementation
* Ensures social and environmental issues related to the Resilience and Social Development are adequately addressed in all Bank's operations
* Educates Regional Hubs and respective Units in IDB's Resilience and Social Development strategy and ensures co-ordination and collaboration with other sector across DG Global Practices and Chief Economist
* Monitors emerging global practices in area of Resilience and Social Development that will impact member countries and provides advisory services to all the Regional Hubs in their financing and non-financing operations for Resilience and Social Development
* Reviews overall annual and multi-year plans and oversees, suggests and supports execution of annual programs for the Resilience and Social Development Global Practice Units
* Reviews and signs off on all project proposals submitted for IDB's financing in Resilience and Social Development sectors for ensuring compliance with the respective sector strategies
* Supports Director General and Chief Economist in formulating views and adopting positions on key development challenges facing member countries in the fields of Resilience and Social Development
* Monitors and reports to the DG on the implementation of the Resilience and Social Development pillar strategy and programs
* Adopts innovative approach and solutions based on global best practices to address systemic challenges
* Oversight over operational activities, policies and standards
* Enables high quality of entry and implementation to the Resilience and Social Development projects and review and sign off on various reports in this area of Global Practice
* Receives, reviews and signs off on project appraisal documents and assigns relevant sector teams for quality control of the appraisal process and provides expert guidance and assistance to the sector spe
